What is the California Self-determination Program?

Last week my blog covered the Regional Center, which is where California residents who have developmental disabilities access services. There are two ways to access services from the Regional Center. There is the route by which the Regional Center approves activities and services and directly pays for the services on behalf of the individual and now there is another way. It is called the California Self-Determination Program (SDP). The SDP puts individuals and their families in the driver’s seat. In this blog, we’ll explore what the SDP is, how it works, and its impact on participants’ lives.

The California Self-Determination Program is a state initiative designed to provide individuals with developmental disabilities greater control over their services and supports. Although it was launched in 2013, it is just now becoming more mainstream and we are hearing a lot more about it. I am a member of several Facebook groups and it feels much like a changing landscape with still so much to learn. The SDP is a response to the need for more personalized and flexible service options that cater to individual preferences, goals, and needs. SDP allows individuals in the program to choose their own paths, ensuring they receive services that align with their unique life circumstances.

Key Features of the Self-Determination Program

  1. Person-Centered Planning: The SDP emphasizes a person-centered approach, allowing individuals to create their own service plans. This means participants can identify their goals, preferences, and the types of support they need to achieve a fulfilling life.

  2. Individual Budgets: Participants receive an individualized budget based on their needs, which allows them to select and pay for services and supports that best fit their lifestyles. This budget flexibility helps participants prioritize what matters most to them.

  3. Choice and Control: The SDP empowers individuals to choose their service providers and supports, fostering a sense of autonomy and responsibility. This choice encourages greater engagement and satisfaction with the services received.

  4. Community Inclusion: The program emphasizes the importance of community involvement and inclusion. Participants can access services that help them engage with their communities, build relationships, and lead active, fulfilling lives.

How the Self-Determination Program Works

The process begins with a participant expressing interest in the program. Here’s a general outline of how it works:

  1. Eligibility: Individuals must be eligible for regional center services and have a developmental disability.

  2. Informational Meetings: Participants attend informational sessions to understand the SDP and its benefits. These meetings often cover topics like budgeting, planning, and available resources. I personally attended a zoom meeting along with my daughter and son-in-law. It was around 2.5 hours and packed with information.

  3. Person-Centered Planning: Participants work with a support team, including an independent facilitator if desired, to develop a personalized service plan. This plan reflects their goals and outlines the support needed to achieve them.

  4. Implementation: Once the plan is approved, participants can begin accessing services and using their individualized budget to pay for chosen supports.

  5. Ongoing Monitoring and Adjustment: The SDP encourages continuous evaluation of the service plan, allowing participants to make adjustments as their needs change or new goals arise.

Benefits of the Self-Determination Program

The Self-Determination Program offers numerous benefits for individuals with developmental disabilities and their families:

The SDP allows individuals with developmental disabilities to take control of their lives. Allowing personal choice and community inclusion is a wonderful thing.
